Passport of alcohol
This manual covers, as its name suggests, the main issues related to the sale of bottled alcoholic beverages and gives an idea of the related legislation and other guidelines. The instruction is intended both for license applicants, license holders, employees, students, and for anyone interested in these issues.
The competence of the state control body "Valvira", which is the central administration, includes, according to § 60 of the law on alcoholic beverages, the management of licensing and control by territorial administrative institutions, coordination and completion of issues, provision of information, statistical and communication administrative services for alcohol, as well as control over the retail sale of alcoholic beverages and trade in them in bottling, as well as advertising and their trade promotion throughout the country, as well as on ships with Finnish citizenship.
The purpose of the regulation is to improve the implementation of the general objectives of the alcohol law. The instruction replaces the instruction of the state control body "Valvira" "Sale of alcoholic beverages in bulk" 4/2018 from 17.5.2018.
The manual contains provisions related to the sale of alcoholic beverages in bulk and has been drawn up in cooperation with the Association for Tourism and Catering Services and the territorial administrations. The instruction was updated during the spring of 2018 regarding the content of the decisions of the State Council of the Ministry of Social Protection and Health, as well as the introduction of clarifications necessary in terms of practical experience.
The region "Åland Islands" can, in the order of the regional law, establish exceptions for certain provisions, therefore the instruction cannot be applied in full on the Åland Islands.
